Innovasjon i omsorg» og forslaget om en «Teknoplan 2. I oppdragsbrevet til Helsedirektoratet av 2. Helse- og omsorgsdepartementet oppdraget til å omfatte utforming av et «faglig grunnlag og praktisk opplegg for implementering av velferdsteknologi i de kommunale omsorgstjenestene». Departementet anbefaler at direktoratet legger til grunn de vurderinger og avgrensninger av begrepet velferdsteknologi som fremkommer i NOU 2. Det legges videre til grunn at direktoratet bygger på den oversikt og de anbefalinger som er gitt i NOU 2. Det forutsettes også at direktoratet gir klare anbefalinger om hvilke områder en først bør satse på både i et kort tidsperspektiv (2. Departementet ber direktoratet vurdere om det er behov for særskilt lovregulering av det velferdsteknologiske området og hvordan dagens regelverk i så fall bør endres og komme med forslag til konkret utforming. Tolkning og avgrensning av oppdraget Oppdragets innretning er knyttet til de kommunale omsorgstjenestene. Via arbeidet med rapporten kom det tidlig frem at det velferdsteknologiske området ikke kun handler om teknologi alene, men også om kommunal tjenesteinnovasjon, hjelpemiddelområdet, næringsutvikling, forskning og det boligpolitiske området. Helsedirektoratet har i tråd med oppdraget avgrenset tilnærmingen til primært å omhandle de områder som ligger naturlig innenfor helse- og omsorgstjenestene. Dette betyr at det næringspolitiske området faller utenfor, selv om nærings utvikling er vesentlig for å skape levedyktige hjemmemarkeder i et umodent marked, som markedet for velferdsteknologi er. Det eksisterer i dag en flytende overgang mellom kommunale helsetjenester og omsorgstjenester. Helsedirektoratet har valgt en tilnærming der helse- og omsorgstjenestene må sees under ett og der formålet med velferdsteknologi bør baseres på formålsparagrafen i gjeldende lov om kommunale helse- og omsorgstjener 1. Fastlegeordningen er ikke omfattet av denne fagrapporten. Utredning av prinsipper for finansiering av velferdsteknologiske løsninger antas ikke omfattet av oppdraget. Helsedirektoratet anbefaler at det iverksettes en utredning om dette. Det vises til omtale i kapittel 1. Bruk av velferdsteknologi før behovet for helse- og omsorgstjenester oppstår, er sentralt. Det har derfor vært nødvendig å utvide perspektivet for rapporten til også å omfatte bruk av velferdsteknologi før dagens innslagspunkt for tildeling av kommunale helse- og omsorgstjenester inntreffer. Helsedirektoratet tolker oppdraget dithen at det skal utvikles et praktisk opplegg for implementering av velferdsteknologi. Dette betinger forslag til målsetninger og tidfestede tiltak. Direktoratet har ikke funnet det formålstjenlig med dybdefokus kun frem mot 2. For å sikre en bærekraftig rapport med realistiske tiltak som 1 1- 1, Lov av 2. Arbeidsform og deltakelse Arbeidet med rapporten har vært prosjektorganisert i Helsedirektoratet med to arbeidsgrupper.
